Sister District seeks to build field and fundraising support for state legislative races in swing districts by leveraging “excess capacity” from solidly blue (and often affluent) “sister” districts. The strategic goals are flipping Republican-held state chambers; holding fragile Democratic majorities in state chambers; and making blue inroads in badly gerrymandered states. The model demonstrated early success, moving more nearly $400,000 in small out-of-state donations and generating 50,000 handwritten postcards, 100,000 phone calls, and nearly 200,000 texts, which led to 15 of 16 adopted candidates winning. In 2018, Sister District is supporting 21 state legislative candidates in five strategic states.
